PURCHASING AGENT/FINANCIAL ANALYST - 10/27/2025
Pay Range: $65,000 - $75,000

Basic Scope/Purpose:
The Purchasing Agent/Financial Analyst is responsible for implementation of and adherence to established professional purchasing procedures with the Florida Keys Mosquito Control District.
Reporting Responsibilities:
The Purchasing Agent/Financial Analyst reports to the Director of Finance.
Working Conditions:
The Purchasing Agent/Financial Analyst will be mostly exposed to inside environmental conditions, with some exposure to outside and shop conditions and will be expected to perform sedentary work with moderate to heavy work (exerting up to 50 lbs. of force to lift, carry, push, pull, or otherwise move objects). Must be able to work until 4pm Monday – Friday.
Essential Functions (Without Accommodations):
1. Coordinates and processes all documentation associated with the procurement of equipment, materials and services, and works directly with all departments to ensure centralized purchasing for the district.
2. Coordinates quotes from/to vendors for items needed (includes research); state contract services for purchases throughout the district.
3. Performs duties relating to bidding procedures for FKMCD including but not limited to coordinating advertising, reviewing and receiving bids in conjunction with the FKMCD bid committee.
4. Works with all departments on requests for proposals, and when requested, assists in writing and reviewing bid specifications.
5. Evaluates bids in conjunction with FKMCD bid committee. Also substantiates recommendations of the awarding of bids.
6. Maintains current bid records and works with Executive/Human Resource Assistant for records retention purposes.
7. Coordinates, develops bidders list and maintains purchasing reference library.
8. Coordinates the sale/disposal of fixed assets following Florida Statutes & the FKMCD Purchasing Policy.
9. Coordinates receipt of purchased equipment, materials, and services with departments and accounts payable activities when necessary to include damaged goods replacement, returns and follow-up on items not received on time.
10. Makes recommendations and drafts purchasing procedure updates and changes for review by Director of Finance.
11. Assists as backup for Fiscal Assistant in performing inventory control tasks.
12. Assists Human Resource Department on the administration of the Drug-Free Workplace Policy.
13. Assists with budget preparation.
14. Maintains credit card data base.
15. Prepares Cash Disbursements listing each month.
16. Answers phone calls from the public and enters service requests as needed.
17. Creates & maintains expense spreadsheets for all departments to track expenses by budget year and category.
18. Assists with payroll as needed.
19. Assists with audit schedules as needed.

Required Qualifications:
1. Proficiency with Microsoft Office Suite applications and operate general office equipment.
2. Excellent verbal and written communication skills.
3. Ability to exhibit professional behavior at all times, in person, over the phone and through electronic communication towards vendors, general public and staff.
4. Excellent organizational skills, detail-oriented with a proven record of accuracy, self-motived, team-oriented, flexible, anticipatory, and interested in problem-solving.
5. Ability to work independently and prioritize workload, taking initiative and ownership of responsibilities and time-management.
6. Experience and ability to maintain strict confidentiality with sensitive information using good judgement and discretion.
7. Ability to establish and maintain effective working relationships with others at all levels within the District.
8. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program.
9. High School Diploma or equivalent.
10. Hold valid Florida driver’s license or obtain within 10 days of employment.
Preferred Qualifications:
1. Completed college courses with emphasis in business administration/accounting or similar.
2. Two years’ experience in purchasing with a comparable sized governmental agency.
3. Knowledge of accounting principles and practices, basic arithmetic, and fiscal records maintenance.
4. Ability to post, balance, and reconcile fiscal records.
